Built for the People Who Run Toward the Problem
EMSCON is an emergency management console designed from the ground up for multi-discipline public safety agencies. We believe every discipline — EMS, fire, HAZMAT, SAR, law enforcement, public health, and emergency management — deserves documentation tools that match the complexity and legal requirements of their work.
Our Mission
Public safety agencies are asked to document more, comply with more regulations, and coordinate across more disciplines than ever before — often with software that was built for a single discipline or a single era. EMSCON exists to close that gap.
We build every feature with three constraints in mind: it must be legally defensible under HIPAA and NEMSIS, it must be fast enough to complete under operational pressure, and it must work for every discipline at the table — not just EMS.
What We Stand For
Compliance First
HIPAA controls and NEMSIS alignment are architectural decisions built into the platform from day one — not features added after the fact.
Discipline Agnostic
Every emergency discipline deserves purpose-built documentation. EMSCON treats EMS, fire, HAZMAT, SAR, law, public health, and EM as equal first-class citizens.
Responder-Centered
Forms are designed for the field — fast to complete under pressure, with required fields that match what's legally defensible, not what's easiest to build.
Compliance Approach
HIPAA Technical Safeguards
Audit logging on every PHI access (§164.312(b)), automatic session logoff after 30 minutes of inactivity (§164.312(a)(2)(iii)), role-based access control enforced at the database layer, and invite-only user onboarding.
NEMSIS v3.5 Alignment
EMS supplement fields map directly to NEMSIS National Elements — ePatient, eSituation, eDisposition, eVitals, and eResponse. Field labels and validation rules reference NEMSIS element IDs so your data exports cleanly to state registries.
Business Associate Agreement
EMSCON is designed for use under a signed BAA. If your agency handles patient data, contact us before going live to initiate the BAA process. We do not accept PHI without a signed agreement in place.
Data Security
All data is encrypted at rest and in transit (TLS 1.3). Session tokens are short-lived (8 hours). API endpoints enforce DB-fresh role checks — session claims are never trusted server-side.
